How sad. 
I've never heard of that kind of trap. I have only heard of leg-hold traps.
It is illegal to set traps here inside city limits. However, you can technically set them a few feet outside of city limits, and sometimes that is done. A few years ago, my friend was in the alley behind his house, taking the trash out. He took his dogs with him, and one of them went into the bushes on the other side of the alley. She got caught in a trap set for coyotes. It broke her leg. This happened probably twenty feet from his back yard, since he lived on the last street in the sub-division. So, it was legal. 
Trapping is an abhorrent thing, IMO. Cruel and pointless.
