that's great he's doing better. i wish all owners that have problem dogs would try to work on the problems like you did instead of just "getting rid of the dog".

cheap flexi leads are a bad investment. i advise you to spend the money on a Flexi brand lead if you want a retractable. they are the best there is. you'd probably want something that can hold over 75-100lbs. depending on how much Buddy weighs and how strong he is. Flexies are expensive, but definatly worth the money.

as for the running off part he may stop that after a while if you work with him enough. be sure to teach him to "come". that word may save his life someday.

have you considered a prong collar for him? It's helped my 2(and my arms) alot, and they hardly ever pull anymore. It should ONLY be used for walking.

I feel guilty not giving him any attention earlier in his life
But you are more than making up for it now which is what matters

That is what i had for my RB Bandit i walked him once on it and he was cured !!! I reccomend that just because how well it worked,I would of said that before but didnt know how people reacted to the Prong Collar, they arnt expensive i think i paid twelve dollars,Bandit used to walk on his hein legs!He was a bad walker till i got that then i walked all 4 dogs together which saved me having to take 3 trips!!Good Luck Buddy!
