I know nothing about docking dogs, but what you described is how they dock lambs here in NZ, its not a practice that has stopped, I am not sure if it is cruel or not, but it sure sounds it to me, keep trying with the communication and hopefully in time you will get through, I am certain there must be a more humane way than that, shudders at the thought.
