The lady had a 'right' to be in the handicapped ASSESSIBLE stall the same reason ANY one does...it is not a handicap ONLY stall- a term of exclusion, but, a handicap ASSESSIBLE stall, a term of inclusion. It means that it can accomodate someone that *might* need extra room. No one else is precluded from using it. Not even Nicole's doggie
