I've only really seen one purebred Rottie with a tail and man they have big thick tails. It was weird to see, but I don't think I would have a problem with seeing more Rotties with tials. There's really no point in docking them anymore anyway. My Rottie mix had a home job done on his tail at 3 months old before I found him and it was a longer nub so I had something to grab. We would play "got your nub". I would grab his nub and he would turn around and grab my hand. He was the biggest goof ball. Enjoy your new little un-nubbed one.
