They wanted to distinguish the two sizes : The short legged, longer bodied JACK Russell terrier, and the longer legged, larger PARSON russell terrier.

Jack russells are generally under 12.5, while parson russells are over 12.5.
Millie must be the Parson Russell. She's definitely over 12.5. Way over!! She also has longish legs.
