Its could also just be a stretch, or that he's happy, or has something in mind and is thinking to fly, but later decides not to. If he's flapping without flying, that means he's exercising. If he does this in the morning when you wake him up, its a morning stretch. If he does it along with a dance and song, either he's super happy, trying to get attention, or really loves Dexter or his humans.
