If the owners are not feeding the cat, not taking her to the vets when required, not vaccinating her... take her.

If you are serious about what you have written, take that cat to the shelter today. They'll get her a good home.

I am concerned by this statement....
The black dog is gonna dissapear to be put to sleep & were gonna say it ran away... cause the dog runs away alot
