Most organizations here in Phoenix will not adopt a pet out until it has been spayed/neutered. People will have good intentions when adopting, but for various reason, will not follow through. My opinion is fix them first and charge them the spay/neuter fee upon adoption. If they don't want to pay this, then they probably will not be a resonsible pet owner. Of course this is my opinion for what it's worth. If I were going to adopt a pet, I would appreciate having all this already done. Trap-Neuter-Return (TNR) is a full management plan in which stray and feral cats already living outdoors in cities, towns, and rural areas are humanely trapped, then evaluated, vaccinated, and sterilized by veterinarians. Kittens and tame cats are adopted into good homes. Healthy adult cats too wild to be adopted are returned to their familiar habitat under the lifelong care of volunteers
