    According to the bill tracker, the house version of the bill is stalled in committee, and has been since March.

    I wonder why? I saw this on Anderson Cooper's show, and I thought it would be a slam dunk. How does it get out of committee? (High school civics was a looooong time ago for me)

    It only has 18 co-sponsors, and the only way to move it out of committee is to get the committee to vote on it and move it to the floor.

    As a counterpoint, H.R. 1351 has the majority of Congress co-sponsoring it, and the committee chair refuses to move it.
