All 3 of my cats will sit on my skin. They don't seem to have a problem with it and I've been scratched many times from their hind legs digging into me as they jump off of my lap. Although Storm isn't a lap cat, he'll cuddle up in my arm when I'm in bed. They also love to cuddle up with me when I have a blanket over me.
