Well, that's still dangerous, and holds up traffic as well. Roads - especially the middle of the lane - are for vehicles, not for dogs (unless they are IN the vehicle).

It's dangerous for everyone on the road and the dog and it's selfish to take up the road like that. the road is for driving not exercising your dog.
Yeah the driver probably shouldn't have taken the dog but then again I'm not sure others wouldn't have done the same thing seeing a dog put in such a situation.
in the end... it was the owners that put that dog in the position for that to happen and they are just lucky that was all that happened and not something much worse
