I agree with Karen. Something spooked him, but no way we are going to be able to figure it out. Only if he decides to speak, lol!
So just work forward, get him retrained to do his business outdoors. As Karen said, on leash, walk or wait, and praise, praise praise when he does go! Treats as a reward won't hut either. Although right now he is not accepting food out there just now. That also indicates he is very nervous out there.
