Your quote is from the Preamble; there is another place in the Constitution where the phrase General Welfare is mentioned.

Article 1, Section 8 states:
The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
I know the meaning of words can change over time. So maybe what they meant back then is different from the way we understand the meaning now
