    According to an article in our newspaper today, when Palin was mayor of a town in Alaska, that town charged rape victims for the rape kit... It was the only place in the state to do this, and the Alaska legislature passed a bill prohibiting this practice state wide. The police chief supported charging the victims because "in most cases, it was their insurance which paid."

    Goodness, the things we learn during an election. I would never have believed a town would do such a thing!

    NOW, did she put the law into effect or was it in effect when she became mayor? Are there any articles or minutes from town hall meeting where she proposed and voted for the law? Can you post an article about the law? Who enacted it and the history of said law?

    Do you know where the tests take place in the case of a rape? THe mayor's office? Back of a police car? Maybe the emergenxy room, at the hands of a health care provider/nurse? Do they tell the patient, "Can you afford this cost of the kit? Because we will bill you for it?"

    Small towns do not have the finances/facilities to furnish some public services such as rape kits to crime victims-those services are provided by clinics or hospitals. Are you sure it was the police department/town and NOT THE HOSPITAL THAT WAS CHARGING AS PART OF THE EMERGENCY SERVICE?

    What are the rape numbers per year and capita for the town she was mayor of? Could we look at the number or rape kits sent to the town as a bigger problem? Is it a money making scheme? Who gets the money? The mayor?, the hospital? The police chief?

    BTW, I can see why the PC would support a charge like that.. It makes his job easier I am sure he wants to take any rapist off the streets of his town. Also, the people expect him to do his job-usually the townsfolk do not want to pay a few extra dollars in taxes for any services.
