    Update.

    Well, everyone is still pushing for it, but it didn't get through yet.
    Here is the update.
    I will update this again next month when another attempt will be made.

    I totally agree with not chaining. BUT, when I was growing up we chained our dogs. And they were not mean, agressive dogs. The only dog that didn't have to be chained was King the Aussie, because he adopted us and just never left.
    Luckily that all changed when my sister became the dog person of the family and got my parents to purchase dog kennels.

    Of course the Breeder guy will be against keeping unnuetered dogs in
    an enclosed yard or indoors. He'll actually have to take responsibilty for
    his dogs.

    I'm glad you have so many people speaking in favor of the bill. It helps
    that the police chief spoke for it too. It took local people several years to
    gather support for a similar bill here in Indy. BUT, it did finally pass.
