Could be. I've never heard of Wiccan ceremonies conducted in a cemetery
before either. I guess anyone can call themselves whatever they
want.

Some people like drama and if they can draw attention to themselves by calling their group Wiccan, then mission accomplished. But it can give genuine Wiccans a bad name.
