The sudden rush of blood to the surface of the skin can literally fry the outer dermal layer, resulting in an instant itching sensation. One can replicate this in humans: Take 1000 mg of niacin and consume a little alcohol along with it. The result will be a hot flash. Wait for it to subside, and then expose previously covered areas of the skin to the air- you will itch and want to scratch severely as dead skin cells are sloughed off.
The loss of hair could be the result of a skin infection as a result of the scratching. Or it may even be plugged into the metabolic problem. Ask the next Vet if they believe Cushings might be a possibility.
