I don't understand!

Why are people allowed to breed SO many dogs when there are already SO many of them in shelters ect.. looking for loving homes instead of being put to sleep, people should look into shelters before they buy a puppy.. but then It's like if no one gets the puppys then they'll be left with out homes so it's all confusing.
