Videotape it and make copies so if they ever get their hands on the tape, you won't be left empty handed. See if this classifies as trespassing and see what you can do legally from there. I would even go so far as to call this harassment, imo. Then, confront the parents and, heck, I wouldn't even be scared to contact the school either. Depending on the principal, s/he might classify this as harassment, too, and you can possibly expel/suspend him. If you don't feel safe around this kid, your school has an obligation to rectify the situation (at least, that's how it is over here).
I was actually thinking about going to his school and putting in a complaint there about his behaviour. However, he doesn't go to my school so..
I thought about typing up a note, saying something like this (read below) and putting it in his mailbox.
"Thought we wouldn't catch you in the act, eh? Well, I now have video evidence of what you have been doing, that show your face. We've told you already to stop, and told you we will go to the police. If there are any further incidences, these video tapes will be going to the police. This is your final warning."
Maybe it'll scare him? Sometimes I am afraid it will just intrigue him even more, though. =\

Don't write a note, that is just as silly as they are being.
Your mother should call their parents and make it very clear that if it continues, you will go to the police.
