It's not.
We wouldn't chase all dogs and cats off the planet would we?
No, we'd take as many of them as we could to the vet and get them spayed/neutered. And if enough of us did it, pretty soon every kitten or puppy would live with people who could take good care of them, maybe even take them to obedience school.
