I agree, report it if he actually kicked a dog. There is no excuse as to why he had a reason to kick the dog.
Though, I can see where the principal is coming from when he said not to feed the dogs on campus, as they'd keep coming back... school faculty are often worried about stray dogs bringing "diseases" or acting aggressive toward the people who attend to school.
But hey, I would have fed them something, too. =D

Look at what he is teaching the students who saw him do that! What an example he is setting!

It's terrible that such a callous person is in charge of children. What a jerk, I hope he gets in trouble.

Did he kick AT them, or kick them? Not that it is ok to kick AT dogs without making contact to scare them, but it is marginally better than actually assaulting them.

I have to play devil's advocate again... Obviously, he handled this VERY poorly. Many things he could have done much better, but he DOES have a responsibility to immediately remove anything (like, say, stray or wild animals) that he feels could pose a potential threat or health hazard to students. If another student had come over to frighten or annoy the dogs and ended up getting bit because of his or her own stupidity, you know the school would be forking over big bucks to that kid's parents, and the parents would demand the principal's head on a platter.
