Yes, unless they shave regularly.Some frogs I see have no sense of personal Hygiene. (That dripping wet hair underneath their arm pits!!!!)

Can snakes wear panty hose?

Yes, as long as they aren't too tight. If they are too tight, they make the snake's eyes bug out!!!
