Due to my tragic experience with Animal Control, I'd go get the kitty and pay for the broken window. Because if they come and get the cat, it will be taken to the pound and if the owner doesn't find it with 3 days (in my area), it will probably be put to sleep. If you get the kitty, you can walk around the neighborhood, put up fliers, etc. and reunite this baby with his very worried owner.
