Even the largest helicopter in the US military inventory can only hold about 40 people.

By the time 96 (48 states in the main US, times a couple of choppers) had shown up it still would not have been enough.

Would you have sent YOUR PM into an area that wasn't secure?
where there was a danger of him being assasinated? Getting ill?
or taking the chance that the helicopter he was riding in crashes into an area where help isn't available....
