Maybe I over looked it in the thread, so I apologize if its already been brought up, but: can you trap the male causing the problems and bring him to a shelter/animal control? Or even a cheap "trap and release" neuter program in your area?

That has to be a major pain in the butt, though. I would try this course of action to maybe curb his behavior while lowering the pet population at the same time.
