Kitty should have a 4 inch thick layer of straw...not paper/blankets/etc., but straw, and it should sit off the floor...maybe with a pallet, or something, so that it isn't sitting on the concrete. Then, you can line the bed with something, but she will really appreciate the straw. If you can build up the sides, even a large cardboard box (as long as it cannot absorb moisture from somewhere), it helps her feel cozy. Since you plan to ultimately bring her inside, why not experiment with a litterbox out there? Use CAT ATTRACT, probably double the dose suggested, and scoop it every day or so. You might be surprised at how quickly she takes to it.

My garage is de-tached, but Bk has a nice cat bed that I bought about
2 yrs ago. I had two, one for Momma & one for Baby Kitty. The bed is a
nice one with high rolled sides. I also put a fluffed fleece blanket inside it
to she can snuggle down comfortably inside. Her bed sits on a wooden table
so it's up off the concrete. Both cats also had & used litter boxes. They both
have used them for years. I scoop once a day also. She has everything the
inside cats have except warmth & company. I plan on changing that.

Today I drove to the drop box at the post office to mail some bills ( a five
minute drive) Me & the pups drove around the shopping center for 1/2 hour
to warm up the car before we came home. BK likes to sit on the car hood
when I drive back in. She sat there smiling at me for a long time. I know
she appreciates the heat & I'm sure she will get along with the inside boys
once she joins them.
