Keep her confined, then/ If your yard is not fenced in, it's dangerous to her to let her run loose. She could easily be hit by a car.
How old a dog is she? What kind?
In any case, keeping control of her is your responsibility. What kind of training has she had?

What kind of dog do you have - is it a collie, shepherd, rottie?
How old is the dog?
What do you mean by - "Go after." Does that mean chasing, barking, both or more?
how old is she? you shouldn' tlet her run around in a yard without a fence anyway because she could get hit by a car, like Karen said

That is terrifing and dangerous not only for the person but the dog too.
I get scared when we are out walking and a dog comes charging straight at us across the yard and no fence.
Never leave your dog alone in an unfenced yard.
Someone will hit your dog trying to protect themselves.
Get your dog on a leash and next time a person comes along and goes at them, Step on the leash and make it short and say LEAVE IT at your dog. Keep doing it over and over again.
Or get one of those dog tie ups that you can put into the ground if your outside with your dog and so he can't get away, he's grounded and you can do gardening or whatever you are doing.
I lived out in the country and understand about dogs running out after someone. Unfornately, I had a beautiful blue/black chow that 10 minutes after giving it a bath it ran out and got killed in the road.
I personally am very scared of a dog running toward me on a road even if I understand dog behavior and how to avoid conflict. However this behavior needs to be stopped ASAP.
There are several ways of doing this. First get and invisible fence. This will give the dog a shock if it crosses the barrier. It isn't seen and buried under ground. Do let people know you have an invisible fence so they will know they will be okay.
2. Cheap solution. Get some Pet Repellant. These come in bags at Kmart or Walmart in the garden areas. It looks like a fertilizer. Sprinkle this in the areas you want the dog to avoid. It will take a little time but eventually the dog will avoid that area. It does have a strong odor at first but it dies down after a few hours.
I lived in a patio home community where all the property was shared. I used it in the park area to get the dogs from going to the bathroom.
I also got a small decorated fence and put up with a sign notifying repellant was present just in case of children or people with allergies complained.
3. Just tie the dog up on the clothes line with a runner type leash.
The dog also needs to know not all people are friendly. He is looking to make friends.

Mine did the same, he ALWAYS took off after the runners past my house and he actually bit on but she was a friend and she knew it wasn't a real bite (he likes to hold your hand when you are walking) but he did it when we weren't home so he now at all times has to be tied up... i feel bad cuz he is a husky and loves to run but he is all the time tied up.
that is basically all you can dounless you get that underground fence like i am!
