I bet they were wigs/hairpieces sculpted separately, rather than the model's own hair. That much glue/product and all would take a lot of time ... and some of the models' own hair doesn't even match the thing set of their head that well!

That was my reaction too. Some of them just look like they have a dead animal on their head. Particularly the ones that are a completely different colour to the model's hair.
