A new law has been passed in Britain to address the suffering of dogs in puppy mills. The Breeding and Sale of Dogs Act came into force December 30, 1999. This Act will require all licenced dog breeders to have an annual inspection by a veterinarian or a local health officer. Anyone breeding five or more litters in one year must obtain a licence.

The Act states that bitches must not be mated if less than one year old and must not give birth to more than one litter per year or more than six litters in a lifetime. Breeders must keep detailed records to make available for inspection.

Unlicenced breeders and dealers can be imprisoned for up to three months and/or fined up to Å“2,500, as well as banned from breeding at the discretion of the court.

Although the ultimate effect of this legislation will depend on enforcement, it is certainly a step in the right direction towards eradicating puppy mills in the UK.
