Governor Rell passed a "pet lemon law" requiring ALL businesses that sell pets to be held accountable for the pets they sell to the public. In that law, it will require them to spay/neuter ALL cats and kittens before going to new homes. YAHOO!!!! The law also requires the pet shops to post a sign showing the origin of the pet and the name and address of the breeder.
I hope other states will take note and follow suit.

More states should go this route, more laws like this will have a huge impact on reducing kitten and puppy mills. Does the spay/neuter only aply to cats and kittens? If it doesnt the new law doesnt go far enough, but a victory is a victory.
