My point in this is that Zero Tolerance rules just create Chaos. Communications for soldiers serving in Iraq is very limited. If the boy was carrying the cell to talk to his mother when she had a chance to call, the school should have made an exception to the policy. If the boy did not inform the school of this, then he was negligent in not doing so. This reminds me of the kid who was suspended for giving Midol to another student, and was suspended because she was in violation of the school's drug policy. There are rules, and then there's just inane BS.
