My dog have a problem - submissive urination!!

I have a one and a half year old dashcund, and everytime I leave the house and come back, he gets all excited and gets himself in a submissive position and urinates. Now this is very bad since my entire house is carpeted (yikes!). I don't think my dog have had a harsh beginning in life prior to his adoption by me, so I don't have a clue why he's so submissive to me and other strangers.

Anyway, does any one of you have this problem with your dogs? What are the causes and what are the ways to cure it? Thanks.

    Try this:
When you see him getting excited, stand still. Wait until he calms down on his own. Just ignore him, no eye contact or anything, no talking. When he calms down, gently pet him. If he gets excited again, just try it all over. I hope this helps! Update us when you can

What binka said should work. Roxy does that when I discipline her. I don't know how to fix that since I have to discipline her on the spot. I am not harsh when I discipline her so I don't understand why she pees. Any advice while we are on the subject?
