What would you define as "abuse"?

So, just a random thread. Our next door neighbors have 3 dogs: a GSD, a cocker spaniel, and a largish hound mix. They used to have run of the whole 15'x20' lawn. I was already bothered by this because they never get any exercise, sit there all day long in their excrement, etc. Now their "caretakers" have closed off all but a 10'x10' area for them to sit in, and they still are surrounded by stink.

They are fed and watered, but not paid much attention.

    Is this abuse?

The law probably just regards that as neglect, but I'd call it abuse.

Most laws just require shelter, food & water for the dogs.I think this
situation is a cruel & unhealthy way to treat any animal.Do you know
weather the dogs have all their needed shots? This people could be
    fined for that. It's pitiful.

Well either way its not right, how the law looks at it may be subjective depending on who you talk to. Some human beings never cease to amaze me.
don't breed or buy while shelter dogs die....

I'd ask the local Animal Services or the Humane Society...

I have no idea if anything has happened. Their space got smaller, and there's still lots of poo. They said they'd be paid a visit, though.

If they are forced to live in thier own excrement, then it may well be criminal neglect or animal cruelty. Hard to say, though, as local laws and their interpretation vary.

Call again about them being forced to live on top of their own feces. Maybe contact the local health department about them having a yard filled with it, too? There's got to be something you can do.

Time for a little nighttime "liberation", unless of course you've talked to them and they'd suspect you.
