The cage in the garage with a light would do. I'd also put a tarp over it to cut down on the wind from blowing through it.

Does she let you go near her?? If she does, it could be she's a stray. But if she runs when you call her or try to approach her, chances are she's feral. Feralness knows no prejudice. Siamese cats can also be feral if left out to fend for themselves long enough. It's the nature of the beast (no pun intended)
