I'm afraid the best suggestion is another type of fence before the other fence. It's so unfair to you since the horrible neighbors are the ones causing the problem. I feel sorry for Blizzard who obviously doesn't have a good home. There's also some fencing I've seen used with horses. It's made up of small squares of thick wire. I don't know how expensive it is, though.
