YLL--Kito was doing the same thing last summer right around this time, and I've noticed him starting again.
Last year, I gave him a bath with a shampoo called Sulfodene, which I picked up at a regular store (walmart or target). His paws were missing hair and he was constantly biting at them and licking at them. After I gave him a bath with that shampoo, his biting and licking stopped almost immediately, and the hair all grew back normally, as if it were never missing.

Obvisouly if the source is an infection or bacteria this may not work to heal the dog, but it may help relieve the itching until the vet can see her.
