What a terrible decision to have to make! Do you know anyone, friend or relative, that might be able to foster the other two? That way you could at least visit, and bring the four dogs together from time to time. It will be difficult, no matter what, I know.
As for choosing, are they all pretty independent, or are there two that seem to rely on each other more than the others? That might help the decision a little.
