Alley Cat Allies is legit, but you might want to do more research to verify how much money they receive from donations actually goes to rescue. They specialize in TNR.

Alley Cat Allies is based in Maryland, Baltimore, I beleive. They started teh TNRM programs in an aggressive way, and were able to show that is works. They are now sort of a "parent" organization, helping local groups get organized all over the country. The group I did TNRM with, PawsWatch, is closely affiliated with ACA. ACA sends folks out to give seminars, and I think they also have a legislative branch now.
