if they are 3 weeks you can try hand feeding them.......if you are concerned about momma dog to not be able to still do so.......

have you got momma to the vet?........he might suggest something.......

at this point momma dog will let them more time alone, as she will more likely start going out for longer periods and might seem as not caring for them like she did before.........
