Train you cat to come when it is called by using a food reward. Training may also help tame the "smart ass". My cat likes the interaction of training and it is stimulating for the cat's brain. Also try playing with toys with the cat. If it has something more fun to do it may be less destructive and more cooperative.

I have had great success with double sided sticky tape. Actually, I couldn't find what I wanted this last time. So I went in the craft store and bought some mounting tape. I got the widest they had, which was about 3/4 inch. I put 2 strips down the edge of the chair. Looks funny, but NOT ONE cat has scratched that since.
You should also give the cat an alternative to scratch. I have a few cat scratch posts around. Periodically, I will rub some catnip on them. So the cats learn what is good to scratch as well as what is not good to scratch.
