    Hot Spots are normally caused by excessive chewing or scratching in an area and are usually sprung by allergies or skin irritation.

    White and flaky sounds like either a parasite or dander. If possible I would have him brought to the vet for a skin scrape to determine it is not parasitic

    The rest of his body has a little bit of dander. But nothing compared to these spots.

    He may have skin allergies and those areas are bothering him. Have you noticed him chewing on his pawslately?

    If not, then as I suggested take him to the vet and have a skin scrape and have that analyzed.

    Could just be dry skin though, in which case it could be food allergies or even a shampoo you used.
