Ms. Sheehan got into the gallery with a ticket given to her by Rep. Woolsey from CA. She was removed because of the political slogan on her T-shirt. Not because of what it was, but because it was. The wife of a Republican Congressman was ejected because she was also wearing a political slogan. One was against the war, one was for the war, it didn't matter, both were ejected, as they have never allowed political slogans in the galleries, it is against house rules. An man protesting against President Clinton was ejected during a SOTU speech for the same reasons. It's not a new policy, just another example of the media spinning the story rather than reporting the story.
