Welcome to Pet Talk Paiges. In my mind, this is not serious enough to see a vet unless it becomes badly infected. I have a Persian and that did happen to me once and all I did was wash it a couple of times a day with warm water. It healed very quickly with no problems.

Does the kitty like brushings? Combing or bushing the kitty daily will prevent mats from forming and you don't have to worry about cutting them out. Groomers will caution against using scissors for this very reason.

...I caution you because Pet Talk is very addictive...
Life should NOT be a journey to the grave with the intention of arriving safely in an attractive and well preserved body, but rather to skid in sideways, champagne in one hand and strawberries in the other, body thoroughly used up, totally worn out, and screaming WOO HOO - What a Ride!

It'll heal like any cut; just watch that it doesn't get infected. There is a grooming tool called a mat breaker which may help.
