Liz, It has to be a refresher course, as all federal employees are required to attend ethics training annually, and if you have a TS or higher clearance you have to get an annual security review. (Amusing little piece of trivia along with that......the only former president to be read off was Jimmy Carter) Read off means you no longer have access to classified material.;
