In the bottom left corner of your screen are the viewing options for Pet Talk. You have a choice, as others have noted, between the old (vBulletin 2) style, and the new (vBulletin 3 style) Pet Talk.
Rather than having people trying to remember which version of the software was which, we have changed the names of the two different styles. The new style is just called Pet Talk, the old style is called Widescreen, because that's essentially the big noticable difference.
Attachments You can now post attachments again. We have set it so that you can post more than one attachment per post as well. For those wondering why you can now post attachments, when we asked you not to before, the new version of the software stores attachments in a different fashion. It is no longer in a set-sized database.
Views We have set the "views" for each post to update only once an hour. It used to update automatically, but by setting it to only update once an hour, it will keep the system from bogging down.

What is the size limit per attachment and size limit for all the total attachments per post?

I sent you a PM, but for the public record, the size limit per attachment is just over 2 mb. You can post up to 5 attachments in a single post, so by default, a single posts attachments won't add up to much more than 10 mb.
