I think that people rescue groups should work
side by side with animal rescue groups so that
People and their pets can be rescued together.
If their animals can not be with them in
the actual shelter than a place needs to
be set up near by where they can visit them.

Believe it or not, there already are FEMA approved plans for
Animal Rescue Teams in disaster events. All the major animal
shelter & rescue groups have teams trained & ready to respond
but they were never given the word until days & days had already passed. There was a major failure of FEMA leadership
and management from the top on down.
