^)$@#$#()@# UGH. Im sorry you have to be stuck in the middle of that. I know its hard to try and educate people who wont listen, especially friends. Its bad enough they dont get her spayed, but worse that they let her loose, ESPECIALLY since shes not spayed, AND in heat.

maybe you can take her to an animal shelter and show her what shes helping to fuel. even if all the puppies shes brought into the world have gotten homes, those are homes that couldve gone to dogs dying in animal shelters.
