I also think that number is low but some people will abuse it and the neighbors will end up living next door to a hoarder like this woman. I saw them removing the cats from the house and one neighbor said the smell was indescribable. Poor kitties. Some were in bad shape with blood on their eyes. Cats will fight as well if crowded, so will humans.
