I'm glad you are working at educating this woman about proper care, and the importance of spaying/neutering as well. It's so sad the poor SAMANTHA (I like that name much better) has such a terrible fear of her still. I guess they have a hard time forgetting bad things. Maybe the neighbor can bring some treats over like chicken or something to allow her to make friends with the gang. Still doubt Samantha will accept her attempts anytime soon, but it's worth a try. Give her a kiss for me, and tell her she looks like velvet!
